Response:
The problem is not only "Socio economic" as you put it. Problem is of
Psyche of 'this is the Govt's and this is mine. If this is not mine
then why should I care?'Communities that don't own the project will
not take care of it. If it is economically paying like eucalyptus or
poplar or whatever, they will still not own it. The trees, if owned by
the community, will vanish but the upkeep of the project will be still
someone else's problem. Trees, in any case, are not the best way
forward. If someone has an agroforestry stretch it can be fed with
effluent from the CWL. Moreover, sustainability is different from
profitability. Unless value of a quality life is experienced by a
community, they will keep doing what they have been doing over the
ages.

Response:

Odour, stink, disease is being tolerated when it is spread all over
the village. A little bit of odour near the CWL (That too is not
necessary)is not? The filth is anyways there.

The best way forward is to do a few whole villages and let the nearby
villages feel inferior. They will automatically come forward. When
groups of people get together for a cause, shown the path, they can do
things much faster and much cheaper.

Lyaqat has just said that he has found a lot of enthusiasm among
communities in his recent tour.

The first system may not be perfect but must be a definitive step in
the right direction towards providing a first step to the path ahead.
What the city of Islamabad needs is not the question. The question is
how a villager living in a village near Islamabad can feel proud that
he is living a clean and healthy life.
