2017 request for current instructions to build Pixy firmware on Windows

This is a request for an experienced member to summarize CURRENT, thorough, and working instructions on building Pixy firmware on a Windows machine.

There have been posts in the past on building firmware, but they have become stale. For example, you can't find LPCXpresso IDE v7.6.2 anymore, and some build instructions warn against using a newer version. Also, many links in outdated posts are broken.
