eps snaps horizontally; not vertically

I have some eps files, one consisting just of vertical lines and the other of horizontal lines.  I import them into Inkscape and scale so that the lines are an integer number of pixels in width and then I use PixelSnap.  I find that the vertical lines snap no problem, but the horizontal lines do not snap.  Even when I group the two together and snap them together, I get snapping of only the vertical edges.  See this screenshot of an exported bitmap image:

   

Any reason why this might be?

I'm not sure off-hand, and for some reason your attached image hasn't come through. Could you attach the EPS file, or perhaps better, the .SVG file after you've scaled (but before you've used PixelSnap)?

Also, for your info: I'm not really maintaining PixelSnap these days. It was a great idea, but the fact that Inkscape's Python extensions are non-interactive, and fairly slow (due to having to re-process the whole SVG file and feed the entire output back into inkscape) has put me off somewhat. One day, I'll get around to making some integrated inkscape code for it.

But I'll do what I can find time for to investigate your issue.

Thanks for offering to help. PixelSnap is definitely a useful tool.

I am attaching a file with 4 imported EPS files scaled so that the lines are 1 or 2 pixels in width, horizontal and vertical.  As described, PixelSnap fixes the horizontal placement of the vertical lines, but not the vertical placement of the horizontal lines.  I am exporting the full document page to a bitmap 8192x5464 in size.  I am using Inkscape 0.48 and the version of PixelSnap that comes with it.
