Touchdesigner to PiWall: working but plagued by choppy video

The TD output is a unicast H264 stream at 1080p, and have tried at both 24 and 30 fps. The quality setting is "Low Latency Medium". The bitrate is set to 3Mbps and the H264 slices per frame is set to 4 (these were the default settings, changing them seems to yield no video at all, or no improvement).

The master Pi (all are Pi 2b) recieves/forwards the stream with 

ffmpeg -rtsp_transport udp -use_wallclock_as_timestamps 1 -i  rtsp://192.168.0.254:6969/stream -vcodec copy -f avi -an udp://239.0.1.23:1234

and the tile controllers play it back with
pwomxplayer --config=wall -o local udp://239.0.1.23/1234?buffer_size=3000000B


I'm not tremendously knowledgeable about the encoding/decoding and video streaming process, so I'm hoping my misconfiguration jumps out obviously to someone in this group.
