Version 1.4 is out

Dear PITLAKQ users,

I am happy to announce that PITLAKQ 1.4 has been released.

This new version has two new features:

1. The Windows version works now with the current Python 3.6.
2. There are conda packages for Linux and Mac OS X.

There is no need to update if you have a working 1.3.2 install.

I am interest in your feedback if you encounter any installation problems.
I am especially interested in your installation experience on Linux and
Mac OS X. I successfully installed this version on both. But I do have a
lot of developer tools installed, therefore there may be issues on different
systems.
