"General purpose and intent of the party" discussion

One thing required is that signers of the party registration petition
be informed of the general purpose and intent of the party:

"In addition to the form of the petition, the organizers and petition
circulators shall inform the signers of the general purpose and
intent
of the new party."

To do that, there should be a discussion for how we can determine this.
