piqi-ocaml update

Hello,

I'm trying to install `piqi` on the ocaml `4.06.0`, and looks like it's not really possiblesince `piqilib` 

package has conflicts with `piqi` itself, although the latter depends from the former one. 

So are there any chances we'll get a new release of `piqi` in the opam universe?

Hi Oleg,

I've replied in the github issue you created: https://github.com/alavrik/piqi-ocaml/issues/12

Hope the fix get merged to the upstream opam repo soon.
