UNHCR's financial requirements for the Middle East have increased dramatically in recent years, from USD 506.4 million in 2011 to a revised 2014 budget of USD 1.6 billion, as a result of needs arising from the crisis in Syria. In 2015, these financial requirements have increased again to USD 1.7 billion due to growing needs chiefly stemming from developments in Iraq, Syria and Yemen.


This comes as part of wider obstacles facing Syrians, who are required to obtain rarely granted visas to enter almost all Arab countries.
Without a visa, Syrians are not currently allowed to enter Arab countries except for Algeria, Mauritania, Sudan and Yemen.


Saudi Arabia, Qatar, UAE and Kuwait have taken some refugees, but the numbers are minimal. 

The Arab world’s wealthiest nations are doing next to nothing for Syria’s refugees 


The Saudi, Qatari and Emirati governments know full well that the Muslim states that are taking in Syrians are already overwhelmed by the numbers. According to Amnesty International, Turkey alone has 1.6 million—and it, at least, is economically stable. The same can hardly be said for Lebanon (1.1 million refugees), Jordan (620,000), Iraq (225,000) or Egypt (140,000). And these are the refugees who have registered; it is hard to know how many others have crossed into these countries, but have not been counted.

"their position appears to be motivated by the presence of so many migrant workers in the Gulf states, including from countries like Pakistan, where there is political unrest and repression.

"Their concern would be that if they started recognizing political asylum it could potentially open the doors for a multitude of their temporary workers to stay permanently and that would raise a lot of quite complex issues."
