piplib doc build fails

With the current git version of piplib (piplib-1.4.0-7-gc430380), the
documentation doesn't build with a recent version of texinfo. I couldn't
immediately see how the tex had to be updated. The reason this is
important to fix is that 'make dist' fails with an error and any tools
that include piplib as a module will also have their 'make dist' failing.
