Pipex Dial 5.0

I use Dial 5.0 because it is slghtly handier than clicking on the DUN
connectoids and also has a trace.
Can anyone tell me why if I reduce the maximum connection speed in Dial 5.0,
it makes no difference (according to Sysmon). If I reduce the speed in DUN
it lowers the connect speed. This can make all the difference between
connecting and not connecting?
