Is the API throttling requests?

I use Pins for Pinboard on iOS. Recently, I had to reinstall it, and it’s not downloading my bookmarks using the API?

I’m wondering if the API is throttling requests. The biggest loss is actually not the bookmarks themselves, but the tags, as Pins suggests tags as you type while using the sharesheet, helping to preserve the integrity of your folksonomy so you don’t accidentally create new tags.
