Oddly enough, I recently found out some people in the CS department on
my campus have been working on an in-house LMS. It's MIT licensed, and
the code is available here (though they're contemplating moving it to
something like google code or github):

I'll be looking at it more later, but my understanding is they put a
lot of work into getting the basic foundations (LDAP authentication,
assessment, grading, etc.) in place.

This LMS is pretty interesting in one particular way: the attention to
detail to learning outcomes and assessment.

So, for example, you can:

* create learning outcomes for both programs (departments and such),
and also courses.

* tie outcomes together (say from a course to the institution-wide
outcomes, or to program outcomes).

* tie assignments and rubrics and such to these outcomes as well

* generate reports across all of these (and so do assessment tracking
across courses and programs).

I've also talked to the developer, and he's psyched about
experimenting with Google Wave for what is now handled by wikis and
forums.
