I had no idea how to rotate the ruler inside the MS Snipping (screen-shot) tool. I got the ruler up, and clicked, dragged, looks for options... nothing. You need to use the SCROLL-WHEEL of the mouse to ROTATE the ruler.

I would like to slap the person who designed this behavior. The thread above is what happens if you don't CLICK on the ruler first.
