Does Pika no longer follows the official RabbitMQ's heartbeat negotiation process?

Hi,

Currently I'm using pika version 1.1.0 and I've found that the method "_tune_heartbeat_timeout" no longer have the logic for negotiating heartbeat process like in this doc: https://www.rabbitmq.com/heartbeats.html#:~:text=This%20value%20is%20negotiated%20between%20the%20client%20and%20RabbitMQ%20server%20at%20the%20time%20of%20connection.%20The%20client%20must%20be%20configured%20to%20request%20heartbeats.

So I was wondering if this is by design?

It has been a long time since I've looked into heartbeat negotiation. You can help me out by stating what you expect to happen, and what you actually see happening. Providing the code you're using to test would be even better.
