PIK 20e landing flap.

after losing roll control in the 20E ontouch down, ( in a gustry X wind) I am going to lock out the 16 deg landing flap;  it reduces stall speed  by a couple of knots max,
but makes response time and aileron drag much worse, so much so that 
the rudder can barely control yaw at 50 kts and full aileron.
I cannot understand why the extra 4 deg was designed in.
am I missing something here?

Why lock it out?
Just don't go that far and use it. 
Is your ship certificated standard or experimental?

It could be done my ex-partner had a woodwork shop in his basement and was able to make wooden part (mount) to attached a wheel to wingtip.  He since moved from my area. One of the wing mount broke.   I am trying to use either aluminum or 3D printing to make a new part.

If you've got a thorough IA that does things by the book, as he should, you probably need approved data for this.
I know I wouldn’t sign off your annual after you've made changes to the wing with out it..
