I've twice tried to download the latest standalone version of OneNote, direct from Microsoft. All the links I found let to downloading and installer called OfficeSetup. The first time it was clearly downloading way more than the mere 150 meg or so needed, so I aborted that one, thinking I must somehow have gotten the wrong link. Tried again, same result. I had to run the Microsoft Support and Recovery Assistant to uninstall all the office components left over.

Yes, Microsoft OneNote can be downloaded for free as a standalone app and used independently of Microsoft Office even though it's also part of the suite and it can be integrated seamlessly with Microsoft 365. OneNote runs on Windows, macOS, iOS, Android, and even from a browser.
Paid non-commercial version which is relatively cheap, should be able to record audio/video and work standalone, without the OneDrive storage. So if you say your PC is offline, you might still need commercial version which has ability to store notebooks locally in your PC.

But for archival and storing the original documents, I chose OneNote with its storage in Microsoft Onedrive (I started with the standalone version of OneNote, but I moved the files to Onedrive for sharing purposes).
In OneNote, you're able to create file hierarchies much like a filing cabinet with file folders and pages within the folder.
So I created sections like work, bank, household, tax, insurances, apartment.
Within the sections I created subsections for every employer I worked for under work, for every bank account and credit card under bank, receipts, telephone, magazine subscriptions, correspondence, car, medicine/doctor under household, all kind of governmental financial stuff under tax, all my insurances under insurances and all bureaucratic stuff about my apartment under apartment.
I would recommend using Microsoft Graph instead of the standalone OneNote API. Microsoft Graph includes support for OneNote. There is also an SDK for .NET available. There are also code samples for ASP.NET, UWP and Xamarin.
The search for a good onenote alternative has occupied me for many months. Having tried all of the above I have settled for the moment on Keepnote (.org). While not as flashy as Onenote it has some advantages. I sync it to a cloud and as such, all my notes are accessible because they are html :)

3. OneNote interfaces with Office much better. If I was an Office user, I would be absolutely giddy over OneNote. It would be a major thing for me. As it stands, I'm not, but OneNote is still a great standalone app for me. It collects everything I need it to, and it syncs to my devices for later use. I can configure what I need to and drop whatever I need to in it. And it will be organized where I want it.
Recently the OneDrive for Business Next Generation Sync Client was released. This new client brings the OneDrive sync feature out of the Office suite and into a standalone product. I'm not sure if it supported by Microsoft, but you can have both the Office integrated OneDrive for Business client and this new Next Gen client running at the same time. One of the key features missing from the Next Gen client is that you can't sync a SharePoint library using it. You can read all about the features and nuances of the client in Microsoft's post.

In past, OneNote was not available as a separate program. Users had to purchase and install the full Office suite to use OneNote program. Last year, Microsoft decided to provide OneNote 2013 as a standalone program and they released a restricted version of OneNote to public as a free download. Edit: in my case I created a tag OneNote (where I import these notes from) and it became onenote. The tag was then sync'ed to all my devices. Then I tried to modify it in the database by DB Browser, it becomes OneNote in all my devices by just one sync.
