I am posting this observation NOT as an Elected Trustee of PIEP during the National Convention held in Legazpi City, Albay but as a MEMBER of PIEP. I am a FORMER Chapter President also, but this post is NOT SANCTIONED by PIEP SOCCSKSARGEN Chapter.
I have been holding on to this observation until after the 2022 PIEP National Convention is held. Apparently 2 conventions were organized. This post also has NOTHING to do with a civil case being filed against PIEP.
This is of my own, and IF any one is to be made liable for this post, I should be the one. After all, I consider myself as a responsible adult, and a professional too.
My Environmental Planning License Number is 000567, issued on 14 June 2006, valid until 2025.
Attached to this post are the following:
1. PRC Organizational Chart,
2. 2 Images of the PRC Office of Legal Services "Status Quo" letter dated March 3, 2022
3. 2 Images of my letter
This is the summary of what is written in the letter -
These are the two (2) points that renders the PRC Legal Service Office (LSO) Letter sent by Director Giselle G. Durana null and void:
1. No OFFICIAL letter from the PRB for Environmental Planning was enclosed, including the “information received” by the LSO.
Conclusions can be made that Director Durana acted on information received by her office from informal channels.
2. The Letter sent by the LSO did not follow the communication flow set by the PRC Organizational Structure. Which means that the letter sent was not sanctioned or approved by the PRC Chair.
Since the OLS of PRC sent the letter directly to PIEP, they violated their own organizational structure. This violation makes the status quo letter null & void from the very start.
As EnPs, part of our practice is to assist clients in setting up project monitoring and evaluation flows that follow an organizational structure.
Subordinates cannot act without approval from their head of office, in this case the PRC Chair.
Again, I alone will be liable for this, and NO BODY ELSE.
. . .and I qualified to take the EnP Exam AND passed in 2006 because I finished my Urban & Regional Planning Studies at UP Mindanao in 2006. I have been a Licensed Environmental Planner for more than 16 years already. Which qualifies me as - a mature EnP 🙂.
