Automatically adjust for Daylight Savings Time in RSX-11

Currently, I adjust the timezone in RSX-11 at startup in  LB:[1,2]STARTUP.CMD with the following:

.; Install System Specific Stuff
.;
        DFL "-300"=SYS$UTC_OFFSET/GBL
        .CHAIN LB:[1,2]INSPROG.CMD
        .EXIT

I change -300 to -360 manually in autumn.  Is there a way to automatically adjust the UTC offset to account for Daylight Savings time in the US, so I don't have to manually edit the file twice a year?

Sure. Install the TZ RPM package...
And while you're at it, change to my RSX distribution as well... ;-)

Other than RPM, are there any other interesting features I should know about?

Lots and lots of bug fixes and improvements. Not much you see on the
surface, but it's significant.
