Tops-20 telnet 10018

Hi, when I try connect to  Tops-20 using Telnet port 10018 I get a connect message but the terminal fails to respond to CTRL-Z or anything else.

Connected to the KL-10 simulator TTY device, line 0

There is a att tty -U 10018 line in boot.pidp. I tried commenting it out and removing the comment on the line above that changed the port to 2021, but it behaves exactly the same.
Is it missing something to say that it is telnet or buffered? I see the console setting does include set console telnet=buffered=144 and set cons -u telnet=1025 

This may have been asked and answered, but I couldn't find it.

I see the attach (for ITS and believe you are trying to boot ITS) as "at -u mty line=9,10018,speed=9600.  This is for a real terminal.  I doubt it would work for telnet.
Maybe try 10003?  Not sure what the speed=5000o indicates though.

I was hoping the various port numbers and how they are associated with terminals would be documented somewhere, but there is only this off-hand and now outdated remark:
