Reading down into the listing they want to do a "Dutch Auction" and post other prices. I think the $200,000 is to keep anyone from attempting to buy it until the "preview" is over.
BTW, the best link is just https://www.ebay.com/itm/156283513230 all the other junk on the end is tracking info that Ebay gathers on who clicks the link.
