Hi, when I boot TOPS 10, the operator's console ends up with a ! prompt. I can open a telnet terminal and log in from there. The monitor program has a . (dot) prompt.

Can someone please explain the ! prompt? What mode is the operator's TTY  in? Is there an instruction set for it? How would I abort that mode and use the terminal to enter the monitor mode and log in from that terminal?

The "!" indicates you are in OPSER mode.  This is a way you can control sub-jobs from.  I don't know much about it as I never really used it on a 10.  There is a TOPS-10 user utitities manual that has chapter 7 that discusses it on a high level.
There is a way to exit OPSER mode by hitting Ctrl-C to get back to monitor mode.  This and other TOPS-10 manuals are available on bitsavers.org.
