Are persistent lights on after pi shutdown normal?

I completed the LED part of the install and when testing, All the lights seem to blink but I noticed after shutting sown the pi, some of the LEDs remained lit. Is this normal or does it indicate a problem?

after pdpcontrol stop I have very faint LEDs. I figure it acts as a reminder to me that power is still applied
