The Type 23 Drum has been updated to actually cycle-steal and to use real-time determined timing based on rotation speed and transfer time, not just cycle counting. Here's a timing test, 4096 word transfers:
Logging started
253952 words transferred in 2150908 usecs, 8.47 usec/word, 34692.08 usec/request

Note the 8.47 usec/word, within 0.4% and the request time is also within 0.4% of what it should be. I declare that good enough.
