Newpanel updates

Major (and tedious) tuning efforts have been made to be sure newpanel is as isolated from scheduler interference as it can be without excessive cpu loading. It now uses about 12% of a cpu on a pi 5 and light blips caused by the scheduler are virtually nonexistent. But if you're running everything, pidp1, t30dpy, and newpanel you might see some. If so, just turn on real time scheduling in the config file. It has no effect on overall cpu usage, it just means that when newpanel needs to update the lights, it gets to do so without interference. The only reason this isn't the default is that I dislike having to have programs that need special permissions. Note that while I test on a pi 4 also, it doesn't have a hardware panel so I don't know how blip-immune it is there. Volunteers? It's what is installed now, not the old panel-pidp; it was a real resource hog and had to use rt scheduling.
