Win 11 executable of T30dpy added to its own repository

This has a statically linked exe that runs quite well.

Having no knowledge of building apps for win, nor any desire for such knowledge, I asked Claude to do it. Which it did, flawlessly, including comments, a revision history line like I add, following my coding standards, and adding the changes in conditionals in the Linux soure. Plus created a Makefile with instructions on how to build from source on win. This is what coding AI's are good for!

I've had it running for hours on my Win desktop, the pidp-1 it's talking to is running snowflake.
