Finally fixed the virtual panel

It now says 'H. S. CYCLE' like it should.

More significantly, the way it turned on and off the light display was, well, broken. It just did an instantaneous sample of the emulator state every 30 ms, which meant it wasn't really showing anything correctly, it was just mostly randomly flashing lights. Not a problem when halted, because the state then is static. It now uses the new pwm counters that newpanel use. One real problem it still has, it doesn't age the lights. They're either on or off. So there's now a threshold such that if the light should be on >= 50% of the time, it is, else its off. This means things will look different, but it's far more correct.
