[Bug 190562] [NEW] gamin option in preferences should be insensitive if gamin is not installed

The gamin option in the preferences panel should be insensitive (and
disabled) if gamin (respectively python-gamin) is not installed. I think
that helps with troubleshooting why gamin doesn't work, because one sees
immediately that something is wrong (for me, python-gamin was not
installed).
