Qualification of Board Members

No person shall be appointed a member of the Board of Accountancy unless he:

  1. Is a citizen of the Philippines;
  2. Is of good moral character;
  3. Is a duly registered Certified Public Accountant in the Philippines;
  4. Has been in the practice of accountancy for at least ten years; and
  5. Is not directly or indirectly connected with any school, college, or university granting degrees that may qualify graduates with such degrees for admission to the Certified Public Accountant examinations, or with Certified Public Accountant’s Review School or Institute, nor shall have any pecuniary interest in such school, college, university or Certified Public Accountant’s Review School or Institute.

Joel is a former partner of the Tax Consulting Group at SGV. Joel was Commissioner of Internal Revenue from 2009 to 2010. He was with the BIR from 1980 to 1996 where he served as Assistant Commissioner for Management & Planning, Chief of International Tax Affairs Division, Member, Philippine Tax Treaty Negotiation Panel, and Technical Assistant to the Commissioner. He specializes in tax advisory, compliance, and advocacy matters involving, among others, the Bureau of Internal Revenue, Board of Investments, and the Department of Finance; organization of client and public tax seminars; family wealth planning; and international taxation.
 
 Joel has a Bachelor of Science degree in Business Administration and Accountancy from the University of the Philippines, where he graduated cum laude. He has a Master of Business Administration from the same university.  Joel completed the International Tax Program and the Program on Information Technology for Fiscal Systems of the Harvard University.  He also completed the University of the Philippines Asian Tax Program.  He is completing his Doctorate in Public Administration from the University of the Philippines. He is a Certified Public Accountant, topping the 1979 CPA Licensure Examination. He is a member of the Tax Management Association of the Philippines.




GERARD B. SANVICTORES

Gerard B. Sanvictores is an Assurance Partner and is currently the Firm’s Head of Administration and Core Business Services. He was the EY ASEAN sub-area people leader and the EY FEA leader for people infrastructure and shared services.


Gerry is a certified public accountant and has more than three decades’ worth of combined experience in human resources management, audit, financial assurance, tax compliance, corporate finance advisory and investment project packaging and development.


Previous experience
Gerry joined SGV in 1978 and was seconded in 1981 to SGV Tsuda Ltd., the liaison office of The SGV Group in Tokyo, Japan, where he assisted in the promotion of Japanese overseas direct investment to the Philippines and other Southeast Asian countries.


He joined the Project Development Services Division in 1985, was admitted to the partnership in 1990, and served in the Corporate Finance, Assurance and Advisory Business Services, and Tax Compliance Groups. He headed the Human Resources Group from 2003 until 2009.


Credentials
Gerry graduated from De La Salle University with a Bachelor of Science degree in Commerce, major in Accounting, and a Bachelor of Arts degree, major in Philosophy and Letters. He also completed the Management Development Program of the Asian Institute of Management. He is a Certified Public Accountant.


He is active in the Philippine Institute of Certified Public Accountants, has served in various leadership capacities and was conferred a number of awards, including the Honorary Life Membership in the Institute in 2009.

Betty is Senior Vice President and is the current Chief Finance Officer of Meralco. She graduated from the University of the Philippines with a degree of Bachelor of Science in Business Administration and Accountancy. She earned her MBA from J.L. Kellogg School of Management of Northwestern University and the Hong Kong University of Science and Technology. She also attended the Special Executive Program in Finance at the Arthur D. Little Management Institute of Cambridge, Massachusetts, USA. She is a member of the Board of Directors of Republic Surety and Insurance Company Inc., MIESCORRail Inc., Clark Electric Distribution Corporation, General Electric Philippines Meter and Instrument Co. Inc., Rockwell Land Corporation, CIS Bayad Center, MERALCO Financial Services Corporation, e-Meralco Ventures Inc., Indra Philippines Inc., MERALCO PowerGen Corporation and Calamba Aero Power Corporation. Prior to joining Meralco, she was a Partner at SyCip Gorres Velayo & Co.

Eliseo A. Aurellado is a Certified Public Accountant, management practitioner, and entrepreneur with more than 35 years’ experience in public accounting, controllership, general management, and management consultancy services. His expertise includes finance, human resource management and development, corporate planning, credit, product development, risk management, and administration. He is one of the owners and concurrently Vice Chairman of the Board and COO of Metro Stonerich Corporation, a Triple A ISO-certified construction company.


Graduating magna cum laude from the University of the East with a BBA degree, he started his career in public accounting with SGV & Co, CPAs in 1970. After completing his MBA degree in 1975 at the University of California, Los Angeles (UCLA) on company scholarship, he worked with DeLoitte Haskins & Sells, CPAs (one of the Big 8 CPA firms worldwide at that time) in New York City. He left SGV in 1979 to join the banking and finance sector. He retired in 1999 as President and CEO of PCIB Property Care, Inc., and First Vice President of PCIBank in a concurrent capacity. He resumed his practice of public accounting and became partner and Audit Director of R.S. Bernaldo & Associates (CPAs) in 2003.  


He is the Head of the Finance Cluster of Faculty of the Ateneo Graduate School of Business, a position he has held since 2003. He teaches accounting, finance and STRAMA courses.


Mr. Aurellado has a PhD in Organization Development from the Southeast Asia Interdisciplinary Development Institute.


He is a member of the Philippine Institute of Certified Public Accountants (PICPA) and was Chairman of the Publication Committee and 4-time Editor of the Accountant’s Journal. He is also a member of the Association of CPAs in Public Practice (ACPAPP). He is Past President of the Rotary Club of Downtown Manila. He is an active member and former director of the AMCI Mountaineering Club.
