Cannot reach >270C

I'm attempting to print polycarbonate plastic and I cannot get my Pico to reach more than 270C no matter what I do. I'm trying to figure out whether it's a heater, power supply, or cooling issue. I have a 1.75mm Pico with the stock heater and original fan/shroud for the heatsink. My power supply is a 360W model and is also running a mk2 heated bed.

I suspect the power supply, but before I go buy another one I'd like someone else's opinion.

I had the same problem - turns out the fan for the heat break was leaking enough air to keep the hot end from reaching temperature. I used aluminum duct tape to seal the area around the fins and it works much better. Heats faster too.
