I've found that allocating RT cores has been taking a while; and jobs
won't expand to fill my RT core count. I'm loving picloud; and
particularly love the RT ability, but I've ended up paying for cores
that never got a task (no big deal), waiting a long time (5-10 minutes
in some instances) for new cores to be allocated; and tasks still
sitting queued while there are RT cores available.
Any ideas?

Thanks for reporting this! We've looked into the issue and found that s1 cores are in fact slower to provision than other core types due to a new issue. We'll credit your account for your unutilized RT cores, and let you know when this has been fixed.
