suspect file comes up every time I start Picasa Starter

Every time I start Picasa Starter a get a message from Norton anti-virus that it has discovered a suspect file and removed it.
When I click Run Picasa in Picasa Starter, Picasa doesn't start.
If I exit Picasa Starter and start it again, it says the Picasa is already running.  I go and delete the text file (I forget the name at the moment) that tells PicasaStarter that Picasa is running.

Here is the problem report from Norton.  Any suggestions?

Hi Huck:
That looks like a false positive from Norton.  I have the same file in my database at the same location, and I don't have a problem.

The problem is that norton hasn't seen that file in many other people's systems so it is scared it might be something bad.

I suggest you mark it as a false positive and tell norton to leave it alone.

Things have been behaving strangely.  I didn't do anything with Norton.  Started PicasaStarter.  At first nothing happened.  Picasa didn't start.  No message from Norton.  Then, after a long time, Picasa started.  I exited.  Next time I ran PicasaStarter, Picasa started right away.  Now it seems to be working normally.  No idea why.
