Error: The application failed to initialize properly (0cx0000135)

Some people get this error when launching "PicasaStarter": "The
application failed to initialize properly (0cx0000135). Click on OK
to terminate the application."

The first thing to check is that you have the latest version of
the .NET framework installed... The .NET framework is a collection of
pre-programmed things by Microsoft that you can use as an application-
developer so you don't need to program everything from scratch.

I googled around a bit and probably something went wrong with the .NET
framework installation... and the only tips I found were to
uninstall .NET and reinstall it... or that it is possible that you
have a virus or malware problem...

So some more questions:
1) Can you say which directories are in the following one: C:\WINDOWS
\Microsoft.NET\Framework
2) What version of windows are you using?
3) Do you have a virus scanner active?
