Hello,
I wanted to see if it would be possible to add JXL support?
Additionally, is there any planned upgrades in the future (dependency updates, new features, bug fixes/tweaks)?

...JXL is not planned.
new features are not planned in the near future. For now we think PicApport is just fine as it is. (You can extend it be writing you own addons......)
