Is challenge description preprint available?

Dear Organisers,

In the instructions you state that we should cite the following paper:

Perez Alday EA, Gu A, Shah A, Robichaux C, Wong AKI,Liu C, Liu F, Rad BA, Elola A, Seyedi S, Li Q, Sharma A,Clifford GD, Reyna MA. Classification of 12-lead ECGs: thePhysioNet/Computing in Cardiology Challenge 2020. UnderReview 2020 

Is this preprint available yet? It would be reasonable to be able to read it before we cite it, and so that we know precisely what parts of the challenge are described and what isn't.
