Relative refractive index (RRI) is tge ratio of the refractive indices of any two media other than air and vacuum.

To be put more simpler RRI is the ratio of speeds of light in any two media. but not with air and vacuum.

Also, it is wrong to say that light becomes slower in a medium having refractive index greater than 1. Light cannot be slowed down. It always travel with the same speed ‘c’ in any space whether it is empty or filled with some material medium.

What typ of sample or material u r going to find d refractive index? In liquid or liquid crystal different techniques r their ,basically abbe,s refractometer  tech r basic techniques.. using laser it,s also posible...spectrometer r used for  crystal transparent prism .
