ABI proposal goals

I've taken a stab and distilled the results from Friday's as well as
previous conference calls (and some feedback we got at the iEvoBio
conference) into an initial list of goals and deliverables. I also on
a tentative basis assigned institutional responsibilities.

This is at the top of a shared Google Doc titled "TreeBASE / ToLWeb
ABI", which I created as a copy of the TreeBASE_ABI.doc document and
which should therefore be shared with everyone who has already had
access to the TreeBASEA_ABI document.

Any and all feedback, comments, and suggested changes welcome;
however, as far as any NESCent responsibilities are concerned, they'd
have to happen by early afternoon tomorrow so I can put a draft budget
together for NESCent. You're welcome to edit the document directly; in
the case of additions or change of assignment please add a comment so
we can quickly see the budget-impacting changes that have been made.
