Do any of these name services allow you to bill the costs to PayPal?  That might be the way to go.

Yes, that's the one.

BTW I notice that the prfboard mailing list is hosted at NESCent, under the NESCent domain. The PRF Board should start thinking about how to wean itself off of NESCent hosting post-2014, because as of right now there are no guarantors of funding beyond that on the horizon. 

It's possible that Duke can host the Board list too, and then there's of course Google Groups.
