error in "Pkg.build("RCall")"

An error showed up when Pkg.build("RCall"), follwed:

so 'PhyloPlots' can not be used.

This is a problem with RCall, not PhyloPlots per se. I don't know how R is installed on your system, so I can't help. You may find help to fix the issue on RCall's documentation about installation, or on github issues reporting similar installation problems like this one or this one.
