I searched as Peter said tonight (2021 5 30) in the IE. I got the same as when I searched before the meeting. As I said in the meeting, the Merriam-Webster definition is nothing like what he read in the meeting. The link Warren provided below is further proof that I am right. My point was confirmed, Peter's disproven. No mention of the recipient of reparations is in 1 or 2 below. Only in 3, which is not applicable to our conversation. Peter did not read 3 to us. I have no idea where he got that definition he read, but it seems nigh impossible now that it was Merriam-Webster. Nor any dictionary I consulted.

Merriam-Webster Definition of reparation 2021 5 30:
1a : a repairing or keeping in repair
b reparations plural : REPAIRS
2a : the act of making amends, offering expiation, or giving satisfaction for a wrong or injury
b : something done or given as amends or satisfaction
3 : the payment of damages : INDEMNIFICATION
specifically : compensation in money or materials payable by a defeated nation for damages to or expenditures sustained by another nation as a result of hostilities with the defeated nation —usually used in plural
