Can't get Passenger to Work

If I just do a sample app (rails new test_app), the front page will
load, but no pictures load and the "about your deployment" button is
broken. Any sort of modification completely breaks the system.

I'm sure I did something stupid.

It's a test machine, so I can give anybody access.
