nginx 403 & No Passenger Processes

I'm getting a 403 on a server on nginx.  

Passenger installations test looks good.  nginx has 1 master process, and 4 worker processes.  No Passenger processes are listed.

I was told in an error to use passenger-config compile-agent, and it went through fine.  But still nothing.

Any advice appreciated as to how I get Passenger configured properly and running.

Had the wrong Passenger version in there.  Solved.
