Hi,

A way to achieve this is by using the Enterprise version of Phusion
Passenger Standalone, you can watch a video in which Hongli explains
it here: https://www.phusionpassenger.com/enterprise#mass_deployment

An engineering solution for this might involve scripting nginx to add
entries for web applications, when triggered by a directory watcher
process like guard :)
