Error_page Strategy

I'm looking for a way to solve error_page directives.  

Default 404 entry is /404.html but this is a dynamically served website of course.  So the /Library/WebServer/Documents/domain/public/404.html is the rational path behind it, but it doesn't serve proper html files.  

Is there a way of serving up direct html pages instead of triggering a route?
