Passenger taking precedence over other localhost applications

Hi. I'm new to Passenger and have been running into localhost access
difficulties for some time now. Following the standard installation, I
set up a virtual hosts for a "dev-jeu" rails application the following
way: https://gist.github.com/f11675a24cdf59a94b0b

It runs smoothly on jeu.local (the url defined in the hosts and
virtual host), but now, if I try to access to, say, localhost/
phppgadmin or any application under localhost, or even localhost, it
goes to the dev-jeu root_url as if I accessed jeu.local. I did not
manage to understand why.

Probably because you did not setup a virtual host for localhost. If
the host name does not match any of the defined virtual host
ServerNames then Apache will use the first virtual host block.
