In light of experiencing the issue outlined in the issues installing
phundament-2.1-b9 on mac (xampp) post. I was wondering if someone
could provide me with a list of steps to install phundament manually
(without running yiic). It looks like it should be very possible. This
would be of great help.

You'd have to create the appropriate folders and permissions and
import the .sql files in install.
Take a look at the install command for details.
