Language Setting

The language setting should be possible with phundament, but update
the URL rules in config/main.php
The main reason for this language setting is, that I think it's often
needed :)

For example in Switerland you've fr_ch, it_ch, de_ch, while there are
more german codes, like de_de and de_at ...
