Issue 5: Pass global ini settings via the command line
http://code.google.com/p/phpt/issues/detail?id=5

New issue report by auroraeosrose:
I need to be able to change a particular ini setting (in this case,
extension_dir) for every single test via the command line when I start the
tests (an --ini option would be great)

Comment #2 by tswicegood:
Will watch for "--ini foo=bar, bar=foo" and will use those values in a
test if the
--INI-- section is specified for that test but does not override those values.
