Hey,

I've managed to get my hands on the 1.40 PTR game client and it seems
that the replay format will be changing yet again... I didn't have
much time to dig through it, and I only have one replay, but it looks
like there is at least one new player action (0x21) which might be 13
bytes long (after the ability code) but I haven't tested that so far.

Attached my sample replay (against a computer opponent, so there
should only be actions from player 1 in it); hopefully someone will
have the time to figure out the new things before the actual patch
comes out.

I have thrown together a few crude lines to make phpsc2replay parse
all my 1.4.0 replays. You can download it at
http://phpsc2replay.googlecode.com/files/phpsc2replay-1.60.zip
Please note that I did not have a huge number of replays to test this
on (4), so please be patient and report back if you find anything
broken.
