Hi Richard,

Theres a user group called Manchester WordPress User Ground (MWUG) which runs on the 3rd wednesday of every month. Feel free to come down and find  a developer there. Mike Little runs the UG so will be there. Also there is a MWUG  google group if you want WordPress devs.

Depending on how big the project is, I might be able to help.
