Doesn't phpMyAdmin support CSV import?

I have read on a lot of forums and documentation pages that phpMyAdmin
can import CSV files, but this option does not seem to exist in my
admin panel. I have used both version 2.6.4 and 2.10. 2.10 has an
"Import" tab while the file upload is in the "SQL" tab for the earlier
version, but in both cases only SQL format is supported.

Supposedly, there should be a link named something like "Insert data
from a textfile into table", but this also does not exist here.

So how do I enable and use this mysterious feature?

In my phpMyAdmin, I just have to click on the table that I want to import to, click the import tab that you mentioned and the option is there. However, if I don't select the table first, but click import while in the database view, I only get the option to import a SQL file.
